The Ministry of Commerce recently issued Oil Product Circulation Management Methods (Exposure Draft), which calls for implementing access license management (applying to oil product retail enterprises) and administrative record management (applying to oil product wholesale and storage enterprises). Further, provincial departments of commerce shall guide municipal departments of commerce on making oil product retail system development plans. Constructing new or relocating oil product retail outlets shall conform to local oil product retail system development plans.
