Many Provinces Issue Plans to Reduce Plastic Pollution

Opinions on Further Reducing Plastic Pollution, issued in January by the National Development and Reform Commission (NDRC) and the Ministry of Ecology and Environment, includes three time nodes (2020, 2022 and 2025) and specifies scope of restriction and prohibition. Recently some local implementation plans were issued.

Catering industry of Shandong will not be allowed to use non-degradable disposable plastic straws by the end of 2020; by the end of 2022, use of non-degradable disposable plastic tableware for food and beverage service will be banned in built-up areas and scenic areas of counties (county-level cities, districts); by 2025, consumption of non-degradable disposable plastic tableware will decrease 30% in the area of catering takeout in cities above the prefecture level.

Henan will ban or restrict production, sale and use of some plastic products in built-up areas of cities above county level by the end of 2025, an action to reduce plastic pollution and stimulate application of substitute products that are recyclable and biodegradable. 

Zhejiang will prohibit sale and use of non-degradable disposable plastic tableware by the end of 2023. In this May, Beijing conducted a three-month special rectification activity related to plastic bags in commodity retailing places (e.g. convenience stores, supermarkets, etc.). Catalogue of Disposable Non-degradable Plastic Products Prohibited to Be Produced, Sold and Used in Hainan (First Batch) will become effective on December 1, 2020.
