MIIT Increases Regulatory Requirement for Entry into MDI/TDI Industry   

On December 9th, 2009 the Ministry of Industry and Information Technology of China (MIIT) publicly released "Entry Requirements of MDI/TDI (diphenylmethane diisocyanate and toluene diisocyanate) Industry" (draft version), to solicit comments from the public until December 23rd, 2009.
   MIIT says that it is in urgent need to do this to improve the security level of MDI/TDI industry, because there are many substances that feature flammable, explosive and violently poisonous existed in the production process of MDI/TDI.
   The regulation gives out of the prescribed forbidden areas for the installation of newly-built or expanded MDI/TDI units, and existing ones are required of relocation. Newly-built or expanded projects must be matched with feedstock facilities of carbon monoxide and liquid chlorine, in the pattern of self-built or cooperation. Newly- built ones are required a single-line capacity of no less than 300 000 t/a for MDI and 150 000 t/a for TDI. Byproduct hydrogen chloride generated in MDI/TDI production should be integrated with the plants produce PVC or chlorine, to improve its utilization efficiency.
   The regulation also involves environmental protection rules for the MDI/TDI industry.
