Hubei Starts Trade on Emission Permit and Control on Dangerous Chemicals     

The Hubei provincial government commenced officially on March 18th the trade of emission permit for key pollutants in Wuhan Optics Valley United Properties Rights. The basic prices for COD and sulfur dioxide emission permit were settled at RMB2 000 per ton and RMB1 600 per ton respectively.
    The Hubei Environmental Protection Administration Bureau announced that the new projects approved, if need to emit additional pollutants, shall purchase emission permit. The enterprises emit pollutants exceeding their purchased permit amount, they must buy repeatedly the emission permit for the extra, on other hand, the enterprises can sell out the remaining permit if they emit pollutants lower than their purchased permit amount.
    The Hubei Provincial Administration of Work Safety recently announced the key points to be supervised in 2009. The chemical industry ranked the top. The enterprises involved in the production of synthetic ammonia, liquid chlorine, phosgene and other dangerous chemicals are ordered to reach Level II or above of the national safe standards. The producers, traders, users and other players of dangerous chemicals shall promise aggressively to operate safely. The province has 33 chemical companies having not sufficient safe distance apart from living area. The government will relocate ten of them this year.    
    In the aspect of new project, Hubei province will conduct strictly the entrance allowance regulation for high dangerous industries and control strictly on the approval for the proposed projects of chlor-alkali, synthetic ammonia, and calcium carbide. Only the projects meeting the related regulations will be given construction license.
