Import Tariff on Partial Rubbers Changed      

The Customs Tariff Committee of the State Council on December 15th, 2008 posted revised tariff scheme on imported rubber products from the ASEAN countries, effective January 1st, 2009.
    China cuts the imports tariff of natural rubber under HS code of 40013000, to 5% from 12% for Brunei, Indonesia, Malaysia, Philippines, Singapore, Thailand, Cambodia, Laos and Myanmar, and to 8% from 12% for Vietnam while remains the existing import tariff unchanged on natural latex under HS code of 40011000, natural rubber smoked sheets under HS code of 40012100, technically specified natural rubber (TSNR) with HS code of 40012200 and primary-form natural rubber with HS code of 40012900.
    For compounded rubber involved in HS codes of 40051000, 40052000, 40059100 and 40059900, China remains 5% import tariff against Vietnam while conducts a favorable zero tariff for other ASEAN countries.
    In reference to synthetic rubbers, China continues to impose 7.5% preferential tax on carboxylated styrene-butadiene rubber under HS code of 40021919 for the ASEAN countries. For additional synthetic rubbers, however, starting January 2009, the country has not imposed import tax for the ASEAN countries except for Cambodia and Vietnam dropping to 5%.
