China Makes Initial Ruling on DMC       

The Ministry of Commerce (MOC) announces China has made an initial ruling on imports of primary form dimethyl cyclosiloxane (DMC or cyclic dimethyl siloxane, HS code: 29310000 or 38249099) originated from Korea and Thailand.
   China imposes a 25.1% antidumping tariff on imports of DMC from Korea, and 5.4% for Thai Asian Organic Silicon Company and 21.8% for additional Thai companies, effective November 6th, 2008.
   Due to the declined downstream demand, the domestic silicone monomer price dropped to around RMB20 000 per ton this November, the lowest in recent years. The move will help anchor the domestic price of silicone and benefit operations of domestic producers, according to insiders.
   Zhejiang Xinan Chemical Industrial Group Co., Ltd. (SH: 600596) and Bluestar Chemical New Material Co., Ltd. (SH: 600299) are the core DMC producers in China.
   China has levied the antidumping tariff on imports of DMC from Japan, the USA, UK and Germany since January 16th, 2006. (CCR2008 No. 14)
