NCIP: Constructs an Environmental Friendly Chemical Industry
Park

Nanjing Chemical Industry Park (NCIP) was established in October
2001. It is a comprehensive chemical industry park mainly
engaged in the development of the petrochemical industry. NCIP
has a planned area of 45 km2 and the development focus is laid
on 6 sectors including oil/gas chemicals, basic organic chemical
raw materials, fine chemicals, polymeric materials, life
pharmaceuticals and new chemical materials.
   By June 2006 the area already developed reached 11.4 km2 and
209 corporations of different types have been set up in the park,
125 of them being foreign-funded firms. A group of well-known
multinationals such as BASF of Germany, BP of Britain, Celanese
and APCI of the United States, DSM of Netherlands and Sasol of
South Africa have settled themselves in the park and their total
investment has reached more than US$5.0 billion.
   In its development course, NCIP has always strengthened
environmental protection and highlighted ecological
construction. A series of explorations have been made in the
protection of ecological environment, the construction of
cyclic economy and the coordination development between economy
and environment and satisfactory results have been achieved.

1. Make scientific planning on environmental protection
NCIP has always put environmental protection in the first place
and regarded it as an important component for the improvement
of the investment environment in the park. The overall
development program has fully embodied the concept of
environmental protection and coordinated development and
ensured the conformity of the construction and development of
the park to ecological standards and environment quality
requirements. According to the requirements proposed by the
National Development and Reform Commission to the overall
development program of NCIP, the “Report on the Environmental
Protection Impact Evaluation and Environmental Protection of
Nanjing Chemical Industry Park” was formulated in 2003. On the
basis of the survey and analysis to the environment in the park,
targets for environmental protection and specific schemes for
implementation have been proposed.
   By the first half of 2006, NCIP had already accumulated an
investment of over RMB500 million in environmental protection,
accounting for more than 10% of the total investment on
infrastructure in the park. A group of major environmental
protection facilities were constructed so that the improved
system of such facilities also becomes an important advantage
for project promotion.

2. Conduct strict examination to projects
NCIP has strictly implemented the environmental impact
evaluation system to projects to be introduced into the park so
as to prevent the projects with high toxicity, high pollution
and high energy consumption. Priority is laid on
environment-supportive projects, environmental friendly
projects and base-leading projects. Environmental protection
projects for wastes treatment, resources recycle and
environmental protection technologies are actively developed.
Green chemical projects for fine chemicals, new materials and
biosynthesis chemicals with high added value and low pollution
are also actively developed to increase the rate of fine
chemicals in the park. Besides, a group of large chemical
projects with great investment, high industrial correlation and
strong potential to bring downstream businesses are also
actively launched to promote the joint development of related
corporations, form large industrial scale and increase
resources utilization rate. NCIP has used the fine chemical
industry in Nanjing as the platform, fully relied on the
advantage of strong chemical research force and introduced a
group of fine chemical projects that conform to the industrial
advantage in the park. One example is the 600 000 t/a acetic acid
project funded by Celanese of the United States with a total
investment of US$148 million. (CCR2006, No. 19) Celanese has
decided to take NCIP as its production base in Asia. When matched
facilities are included, the project launched by Celanese in
NCIP will have a total investment of more than US$800 million
and become the largest acetic acid production base in the world.

3. Emphasize cyclic economy for sustainable development
According to the principle of "3R" (reduce, reuse and recycle),
NCIP actively develops cyclic economy and increases resources
utilization rate. In light of the advantages in industrial
development, the construction of industrial ecological chains
such as ethylene, acetic acid and chlor-alkali is accelerated
and the centralized distribution of related firms and the
coordinated development between upstream and downstream are
achieved. The product/raw material matching and mutual supply
between firms is promoted through a pipeline logistic network
constructed between upstream, mid-stream and downstream firms
and a closed-up cycle of "resources-products-regenerated
resources" is formed. Besides, NCIP also encourages the use of
clean production processes in firms and the dissemination of
advanced applicable technologies for resources conservation.

4. Conduct environmental protection supervision
NCIP strengthens the construction of environmental protection
systems in great earnest to perfect environmental protection
supervision in the park. It set up an environmental protection
agency in Nanjing in 2004 and also passed the certification of
ISO 14001 environmental management system in 2006.
