The State Council recently issued Opinions on Speeding up Construction of Waste Recycling System, according to which, a waste recycling system will be basically established in 2025, and the system will be more advanced in 2030. In detail, the annual use of bulk solid wastes (e.g. tailings, coal ash and industrial by-product gypsum) will reach 4 billion tons, and that of major renewable resources (like ferrous waste, waste plastics and scrap rubber) will reach 450 million tons, both in 2025, when the rate of comprehensive utilization of newly added bulk solid wastes is forecast to be 60% and the annual output value of resource recycling industry may reach RMB5 trillion.
