New Policies Issued for On-grid Prices of Photovoltaic Power

The National Development and Reform Commission (NDRC) recently issued Notice on Policies Related to On-grid Prices of Photovoltaic Power in 2020. In detail, guide prices will be RMB0.35/kWh (including taxes, the same below), RMB0.4/kWh and RMB0.49/kWh for new centralized photovoltaic power stations included in the scope of state financial subsidies and located in class I-III resource areas. In principle, on-grid prices of these new stations are determined via market competition, and shall not exceed local guide prices.

The government will adjust subsidy standard to RMB0.05/kWh for industrial and commercial distributed photovoltaic power generation projects (generating mainly for self-use and the remainder for sale) included in the scope of financial subsidies 2020 (guide prices of local centralized photovoltaic power stations apply to projects generating power for sale). Prices resulting from market competition shall not exceed local guide prices, and subsidies shall not exceed RMB0.05/kWh.

Subsidy standard will be RMB0.08/kWh for household distributed photovoltaic power generation projects included in the scope of financial subsidies 2020. On-grid prices of village-level photovoltaic power stations – constructed for poverty alleviation and conforming to relevant regulations – will remain unchanged.
