Hainan recently issued a new policy related to disposable non-degradable plastic products and to be effective December 1, 2020. In detail, enterprises are forbidden to produce, transport, sell, store and use the following disposable non-degradable plastic products in Hainan Special Economic Zone:

* disposable bags including non-biodegradable polymer materials such as shopping bags, plastic bags for daily use, paper-plastic compound bags, garbage bags, etc.
* disposable tableware including non-biodegradable polymer materials such as boxes (covers included), bowls (covers included), dishes, drinking cups (covers included), etc.
* other disposable non-degradable plastic products banned according to actual needs

Local governments are to help (e.g. financial support and tax reduction) enterprises recycle disposable non-degradable plastic products and research substitutes. Full-biodegradable plastic products shall comply with national standards, industrial standards and local standards. Stricter group and company standards are recommended. Enterprises are encouraged to apply for product quality certification. Further, an information platform is to be established to collect information of full-biodegradable plastic products and their producers.
