The Ministry of Industry and Information Technology and the State Administration for Market Regulation started to select this year’s energy efficiency leaders of key energy-consuming industries including steel, crude processing, calcium carbide, caustic soda, coking, etc. Requirements for candidate enterprises are as follows:

   * Energy consumption per unit product reaches advanced domestic standard

   * Enterprises do not use backward equipment and products prohibited by the state or to be abandoned

   * Enterprises have established the energy management system, measurement management system, and energy statistics system

   * Energy measuring instrument meets related standards

   * Enterprises have established reward and punishment system for energy conservation

   * Enterprises have established or are establishing energy control center or energy consumption monitoring system

   * Enterprises are independent legal entities consuming more than 10 000 tons of standard coal per year

   * There were no major safety and environmental accidents or product quality related illegal acts in recent three years

  * Enterprises are not included in the list of enterprises with abnormal operation and the list of enterprises breaking laws or promises

   * Enterprises provide energy-consumption indexes per unit product in 2017 and 2018
