Shandong recently issued Regulations to Supervise Precursor Chemicals in Ten Aspects. Related departments are to examine materials and check registered address (necessary for non-pharmaceutical precursor chemicals) when enterprises apply for the license for production and operation of precursor chemicals.
   Some procedures are to be more stringent, like applying for joining the provincial management information system of precursor chemicals, purchase license, transport permit or record filing certificate (approved according to actual transport routes). Public security organizations in places, where precursor chemicals are stored or used are to be responsible for daily supervision.
   As for import and export, a “dual verification mechanism” is to be adopted for qualification application and warehousing inspection. While checking sales records, quantity reported and transport routes of precursor chemicals, public security organizations are to cooperate with postal service and transportation departments. Further, related departments are to inform enterprises about the nation’s new regulations on precursor chemicals, and regularly submit reports regarding control of precursor chemicals.
