Shanxi recently issued Action Plan for High-quality Development of New Material Industry (2019-2021) to help new material enterprises expand scale, improve product quality and strengthen core competitiveness. The plan sets forth many targets:

   * to cultivate more than three leading enterprises and a group of competitive firms with proprietary intellectual property rights, and establish three national technology centers, five provincial (or above) new material manufacturing innovation centers and five technical innovation alliances

   * to establish a RMB100 billion-grade special steel production and processing base and five RMB5 billion-grade characteristic industrial clusters related to magnesium aluminum copper alloy, advanced chemicals, advanced inorganic nonmetal, biological medicine and semiconductor crystal materials

   * to establish four RMB2 billion-grade characteristic industrial clusters regarding ndfeb permanent magnet, new energy, nanometer, high-performance fiber and composite materials

   In the field of advanced chemical materials, the plan highlights high-melting-point Fischer-tropsch wax, polyolefin, base oil for lubricating oil, nylon 6, neoprene, polyphenyl ether, flourescent brightener and coal based needle coke.
