Hazardous Chemicals Firms to Relocate from Densely Populated Areas

The State Council issued Guiding Opinions on Propelling Relocation of Hazardous Chemicals Enterprises from Densely Populated Areas on September 4, 2017. On December 15, 2017, the Ministry of Industry and Information Technology (MIIT) and the State Administration of Work Safety jointly held video and telephone conferences to direct local governments to make specific plans by the end of 2017, and speed up the implementation of the guiding opinions.
While supporting firms with policies on finance, tax and land, the national government is to help them enrich financing channels to solve the problem of removal expenses. After the huge explosion at Tianjin port on August 12, 2015, hazardous chemicals firms could apply for national special fund to relocate or reconstruct. The government has allocated special funds of RMB13 billion to 106 relocation projects, attracting a total investment of RMB178.5 billion. Eighteen of them costing a combined RMB14.1 billion have already been moved and put into production.
